"There were no spectators at the match" is correct.

To see why, turn the sentence around:
A. No spectators were at the match OR B. Not spectators were at the match. Clearly, "A" is correct.

Note: Always capitalize the pronoun "I," wherever it appears in a sentence.

You could also say:

There were not any spectators at the match.

Do you want the negative to modify the verb or the subject? There is no one way to write a sentence. You, as the writer, have the honor of deciding.

NEGATIVE MODIFYING VERB: There weren't any puppies at the shelter.
NEGATIVE MODIFYING SUBJECT: There were no puppies at the shelter.
